Investors Jump at GRU Bonds

GRU’s 2026 bond issuance experienced strong demand during its Aug. 19 pricing, as the investment community submitted orders for more than six times the face value of bonds issued to support utility-wide improvements and to refinance existing debt.

The 2026 bond issuance is the first bond offering the GRU Authority has taken to market since being formed in 2023 and the first supported by both the Gainesville City Commission and the GRU Authority.

Investors placed $1.7 billion in orders for $265 million in bonds, the mechanism by which municipal utilities raise funds for capital infrastructure improvements. “Oversubscription” such as this occurs when market demand is high and investors believe the issuer has a proven ability to pay off the debt.  As a result of the high demand, GRU:

  • Will close on the bonds on Aug. 28, saving approximately $500,000 per year on anticipated interest payments compared to budget.

  • Replaced outstanding debt, saving approximately $11 million in future interest costs.

This follows recent reports by bond rating agencies Moody's, Fitch, and S&P, all affirming GRU's stable financial outlook. The agencies cited improved liquidity ratios, competitive rates, lower transfers to the city and GRU's plan for managing generating assets as the basis for this outlook.

The new funds will be used for capital improvements, including long-overdue upgrades to the Main Street Water Reclamation Facility that will help secure the community’s water supply for the next 30 years.
